DID YOU KNOW?

The Winnipeg River Planning District is in the process of passing a new Development Plan for the RM of Alexander.  If passed, this Development Plan will LIFT THE MORATORIUM on new cottage lots on the Bird River that has been in place since 1977.  At that time, it was determined that the river was already well beyond it's carrying capacity and no further development shall be allowed.  The Winnipeg River Planning District is using the argument that because boat traffic has increased the moratorium has failed, and therefore new cottage development should be allowed. This is a deeply flawed argument. 

WHY THIS MATTERS

The Bird River is a delicate ecosystem that is already being pushed to, and beyond, its limits in multiple ways and further development will only stress the river and surrounding lands even more.  

ENVIRONMENTAL HARM

Shoreline development risks accelerating habitat loss, loss of at-risk animal, bird and fish species, shoreline erosion and water quality decline.  These impacts will extend beyond the Bird River into Lac du Bonnet and the Winnipeg River system.

At least two protected species call the Bird River home: the Whip-poor-will and the Carmine Shiner. In fact, the Bird River is one of the only places where the Carmine Shiner can be found.  Further loss of habitat can only lead to a greater reduction in numbers of already endangered species. 

WATER SAFETY

The Bird River already faces dangerous congestion; its narrow, shallow channels average a depth of only 15 feet, leaving little room for safe navigation when crowded with motorboats, swimmers, kayakers and other users, creating unsafe conditions for all.  Allowing more docks and launches create pinch points on an already narrow body of water that can endanger swimmers and increase traffic, accidents and conflicts on the water.  Modern cottages often support multiple vessels such as pontoon boats, speedboats, and personal watercraft, multiplying the stress on the river and its banks.

The claim made by the creators of the Winnipeg River Development Plan that rising boat numbers prove the moratorium has “failed” is deeply flawed - in reality, the moratorium has been effective in preventing even greater overcrowding.  Further, the proposed Vessel Operation Restriction Regulation (VORR) will not substantially limit boat traffic as the Planning District claims; it only restricts wake surfing and does nothing to reduce the overall number of vessels on the river.

INFRASTRUCTURE & RESOURCE STRAIN

Roads, highways, the 315 bridge and emergency services are already under pressure.  More development would add costs and further compromise safety and emergency response times.

LOSS OF NATURAL CHARACTER

The Bird River is treasured for its natural beauty, recreation, and ecological importance. Short-term development gains will permanently diminish its appeal for residents and visitors alike, and damage or eliminate the natural habitat of dozens of species of fish and wildlife.

THE DETAILS - EAST OF PR315

The new Development Plan, inexplicably, will ELIMINATE THE MORATORIUM on new cottage subdivisions that has been in place for decades.  Areas that had previously been designated as Natural Resource will be re-designated as Rural Residential - and properties may be subdivided into lots with a minimum size of 20 acres.  The area around Turtle Bay could see UP TO 6 NEW LOTS.  At Crane Drive and Hill Road, NEW BACKLOT SUBDIVISIONS are possible.

THE DETAILS - WEST OF PR315

Near Ridge Road, CLOSE TO 200 ACRES will be re-designated from Natural Resource to Rural Residential - allowing for the creation of 9 NEW COTTAGE LOTS.  In total, this Development plan will see UP TO 30 NEW COTTAGE LOTS either on the waterfront or within 1km of the river and throughout the RM of Alexander. 

WHAT IS A NATURAL RESOURCE AREA?

Turtle Bay and the surrounding land is home to birds, deer, bears, otters, beavers and, of course, turtles - and is a treasured location for wildlife enthusiasts to observe those, and countless other, varieties of animals. The Development Plan clearly has an area designated as Natural Resource along the entirety of the waterfront at Turtle Bay.  That is in DIRECT CONFLICT with the following quote - taken directly from the Development Plan.

“RM of Alexander may authorise... new cottage-style development on
lands which are surrounded by water, have no direct access to a
municipal road, or only have access onto an undeveloped road
allowance.”

This appears to authorise direct water access only lots at Turtle Bay, a POTENTIALLY DEVASTATING CHANGE to the delicate ecosystem in the area.

 

 

HOW CAN YOU HELP?

We are RUNNING OUT OF TIME to show our opposition to this new Development Plan.  We received notice of the second reading of the Development Plan on Monday, September 22nd.  This starts the clock on 14 DAYS in which we have to express our opposition to the plan.  Below, you will find options to SEND A LETTER to Glen Simard and Maurice Bouvier (Minister and Deputy Minister of Municipal and Northern Relations, respectively) and Wayne Ewasko (MLA for Lac Du Bonnet) and to SIGN THE PETITION.  We strongly urge everyone to take the time to click the links and add your voice to the cause.
